Within the framework of the “City N” civil voting project, residents of Nizhny Novgorod will be able to cooperate with their city, contributing to its development. The information was confirmed by the governor of the region Gleb Nikitin, who presented the blockchain project at the TsIPR-2019 conference.
The project is based on the Vostok platform - a project of the Russian blockchain pioneers of the Waves Platform. Earlier, the government of Nizhny Novgorod has already announced plans to sign a cooperation agreement with the blockchain project Vostok at the St. Petersburg Economic Forum in June.
Users of the application will be able to distribute their own taxes between different categories of expenses: education, roads, landscaping, and so on. According to Nikitin, “City N” will identify the residents of the Nizhny Novgorod region thanks to the integration with the portal “Gosuslugi”, as well as automatically determine their contribution to the local budget.
“We are exploring the global practice of using the blockchain in state administration. Thanks to new technologies, residents will be more actively involved in managing their city through proactive, so-called participatory budgeting”, — said Gleb Nikitin.
According to him, the blockchain will allow for maximum transparency in relations between a citizen and the state.
“This is an opportunity to build equal relations, when a city resident sees his contribution to the overall development, and he has the opportunity to ask more strictly from the state. We hope that our experience will be positively perceived in other regions”, — said the governor of the Nizhny Novgorod region.
The system will be introduced in pilot mode when budgeting for 2020. According to the developers, the application "City N" will reveal the potential of the blockchain in the framework of its use by state and municipal authorities.
Nikitin also spoke about the plans of the region to create several testing zones for products developed on the basis of the blockchain, for their implementation in state services and services, land cadastres and real estate, city and local government. In particular, for the creation of municipal information systems, digital profiles of citizens, modernization of processes related to electronic document management.
